7. If we are compelled to give up coastal trade and inland navigation we shall have to consider how best to safeguard our shipowners in the disposal of wharves and other shipping property which they can no longer use. Their titles to property are

covered by the treaty but we should try to ensure that they will get a fair price for such as they wish to sell. Your views on this point will be appreciated.
